No, you can't carry a sidearm that is not concealed in Texas and you must be licensed to carry a concealed firearm. 

Yes, a private investigator's license is required to arrest bail fugitives on behalf of the surety- it is a felony not to have your license and a misdemeanor for the bail bondsman if he hires an unlicensed agent.
